Binzhou Polytechnic Management Regulations for International Students

Chapter I. 

General Principles

Article 1 In order to regulate the management of international students in the university and improve the quality of international student cultivation, these regulations are formulated in accordance with the Education Law of the People's Republic of China, Measures for the Administration of Schools on the Recruitment and Cultivation of International Students (Decree No. 42 of the Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security of the People's Republic of China), the Quality Specification for the Higher Education of International Students Coming to China (Trial) (No. 50 of the Teaching Foreigners [2018]), and the Law of the People's Republic of China on the Management Law’ and other relevant laws and regulations, combined with the actual situation of the university, these provisions are formulated.

Article 2 International students referred to in these regulations refer to foreign students who do not have Chinese nationality according to the Nationality Law of the People's Republic of China and are receiving education in the university.

Article 3 International students shall abide by Chinese laws and regulations, respect Chinese customs and habits, abide by the rules and regulations of the university, and complete the study tasks of the university. The college respects the national customs and religious beliefs of international students, but does not provide places for religious activities. International students are not allowed to conduct any religious activities such as preaching and religious gatherings in China.

Article 4 Categories of International Students. The international students enrolled by the university mainly include: 1. academic students: senior students; 2. non-academic students: preparatory students, language advancement students, professional advancement students.

Article 5 The School of International Studies (International Exchange and Cooperation Office) is the centralised management department of the university for international students (hereinafter referred to as the School of International Studies). Under the leadership of the Party Committee and the administration of the university, the School of International Studies manages, guides and coordinates the work of international students in accordance with the relevant provisions of the state.



Chapter II. 

Admission and Recruitment

Article 6 The International College shall take the lead, and the Admission and Employment Office and other relevant functional departments and secondary colleges shall cooperate to carry out the recruitment and admission of international students.

(1) Be responsible for the publicity and promotion of international student recruitment.

(2) Take the lead in making the enrolment brochure for international students. Among them: the fee standard is filed by the Finance Office in accordance with the relevant regulations. Academic student enrolment prospectus is approved by the school. The enrolment plan is determined according to the school's acceptance capacity and demand.

(3) Review international students' documents, academic certificates, transcripts, financial guarantees, medical reports and no criminal record and other relevant information; assess the qualifications for admission, learning ability, and admit international students on the basis of merit.

(4) To be responsible for issuing international students‘ admission notices, arrival notes, and application forms for foreigners’ visas to China.



Chapter III. 

Admission

Article 7 The International College takes the lead in the admission of international students.

(1) To formulate the reception programme for new students.

(2) Arrange for airport and station pick-up service.

(3) Arrange for international students to move into the international student residence.

(4) Coordinate with the Finance Office for payment of all student fees.

(5) Register international students with their admission notices and relevant documents.

(6) Provide international students with education on Chinese laws and regulations, school management rules and regulations, and national conditions of China after their admission.



Chapter IV. 

Foreign management

Article 8 The School of International Studies is responsible for the following foreign affairs of international students:

(1) Organise medical examinations for international students. Physical examinations are conducted at designated health testing institutions in accordance with the relevant regulations of the Chinese health administrative departments. If it is confirmed by the medical examination that the international student suffers from serious mental disorders, infectious tuberculosis or other infectious diseases that may pose a great danger to public health as stipulated in the Law of the People's Republic of China on the Administration of Exit and Entry, the Exit and Entry Administration Department of the Public Security Bureau shall deal with the case in accordance with the law.

(2) Assisting the Security and Guarding Services Department in handling procedures for termination of foreigner residence permits for international students, as well as residence permits for graduated and withdrawn students.

(3) Reviewing and managing international students' holiday celebrations. International students may, with their consent, hold activities to celebrate the important traditional festivals of their home countries in the designated places and areas on campus. However, they must not have any content that opposes or attacks other countries or nationalities, or words or behaviours that violate public morals.

(4) To be responsible for the approval and management of international students‘ cultural association groups and international students’ unions.



Chapter V. 

Student Registration

Article 9 The International School is responsible for the management of the international students' academic registration system and the disposal of their academic registrations.

Article 10 Before the commencement of each academic year, the International School shall submit the information about the registered international students to the Student Affairs Office, Academic Affairs Office and other relevant departments for proper management and services.

Article 11 International students shall come to the university to go through the enrollment procedures at the stipulated time. Those who cannot go through the enrollment procedures on time for any reasons shall apply for leave of absence from the International College in written form with relevant certificates. Except for justifiable reasons such as force majeure, the period of leave of absence shall not exceed two weeks, and those who fail to apply for leave of absence or overdue leave of absence shall be regarded as giving up the qualification for admission.

Article 12 If the new international students are diagnosed with health problems by the testing organisations, but it is confirmed that they can reach the health standard in a short period of time, they can apply in person and be approved by the university, and are allowed to keep their enrollment qualification for one year and go back to their home country for treatment. The students who have their enrolment status retained do not have the academic status and do not enjoy the treatment of the students who are enrolled in the university and those who are on leave of absence. Those who have recovered from the treatment during the period of retained enrolment qualification shall apply to the university for enrolment after the review and confirmation by the Chinese health quarantine department, go through the enrolment procedures again and obtain the school registration. Those who fail the review or fail to go through the enrollment procedures after the deadline shall have their enrollment cancelled.

Article 13 The school year is divided into two semesters: autumn and spring. International students who have obtained the school registration shall report to the school for registration according to the time set by the school. They will be registered only after paying the tuition fee. Those who are unable to register as scheduled should apply for a deferred registration or leave of absence, and those who fail to do so will be regarded as absent from school. Those who fail to apply for leave of absence, fail to get approval for leave of absence, or fail to register for two weeks after approval, shall be regarded as automatically withdrawing from the university.

Article 14 The maximum period of study for international students shall be 2 years longer than the period stipulated in their majors, and they will not be registered if they overstay their time.



Chapter VI. 

Teaching Management

Article 15 The International School is the teaching organisation and implementation department of international students and is responsible for the teaching and management of international students.

Article 16 The International School takes the lead in formulating and revising the talent cultivation programme for international students, and submits it to the Academic Affairs Office for examination and record.

(1) Talent cultivation programmes should include the main contents such as cultivation objectives, employment orientation, talent specifications, curriculum system and talent cultivation mode. Practical hours should not be less than 50 per cent of the total hours. Students are encouraged to obtain innovation credits or award credits through social practice, invention or participation in science and technology and skill competitions. The number of credits stipulated in the professional talent cultivation programme is controlled between 140 and 150 credits.

(2) China Overview and Chinese Language are compulsory courses for international students.

(3) International students can choose appropriate Chinese level courses or Chinese-medium courses according to their Chinese proficiency.

(4) International students are exempted from the courses of University English, ‘Two Courses’ and Military Theory (Military Training).

(5) International students taking the examination of Chinese language courses are allowed to hand in the examination papers half an hour later than the examination time for domestic students, and they are allowed to bring Chinese dictionaries with them.

Article 17 The course assessment, grade evaluation, deferment, retake and exemption of international students shall be carried out in accordance with the relevant regulations of the university.

Article 18 The teachers shall play the main role of classroom teaching management. Teachers shall take students' classroom discipline as an important content of teaching organisation, stop the phenomenon of violating the classroom code of conduct such as making loud noises in class, maintain good classroom teaching order, and feedback the relevant information to the management department of International School in a timely manner.



Chapter VII. 

Student Administration and Services

Article 19 The International School is responsible for the daily management of international students.

(1) Responsible for the management and maintenance of the information management system for international students.

(2) To be responsible for the one-day routine and various activities of international students, and to organise international students to participate in various competitions held by the national, provincial, municipal and university levels.

(3) Actively promote the internationalisation of campus culture.

(4) Responsible for the rewards and punishments of international students in accordance with the Regulations on Disciplinary Actions for International Students of Binzhou Polytechnic.

(5) Responsible for the contact work of alumni of international students.

(6) Responsible for the management of international student counsellors. The ratio of international student counsellors is not less than the ratio of Chinese student counsellors, and Chinese student counsellors enjoy the same treatment. International student counsellors shall understand the study and life needs of international students and provide timely services and management.

Article 20 International students shall attend the courses and other teaching sessions stipulated in the talent cultivation programme of the university as well as the activities stipulated by the university, and consciously abide by the study discipline.

Article 21 International students' attendance in classes, internships and social practices can be taken in various ways. When international students are unable to attend the courses and activities stipulated by the university due to illness or other reasons, they should apply for leave of absence in advance. Those who have not been granted leave of absence or whose leave of absence is overdue will be treated as absenteeism. Depending on the seriousness of the situation, the absentees shall be given criticism and education or disciplinary actions.

Article 22 International students shall apply for leave of absence in writing in advance, and the procedure and standards are detailed in the Interim Provisions on Leave of Absence for International Students of Binzhou Polytechnic.

Article 23 After the registration of new international students, the Student Affairs Office will issue them the Binzhou Polytechnic Student ID Card (international student version). The student card is an important identity document for international students, proving the identity of the students. Students should take the student card to the International School at the beginning of each semester for registration procedures and stamp the registration seal on the student card to be valid. Students should take good care of the student ID card, and should not alter it or lend it to others; in case of loss, they should apply for cancellation and reissuance of the card at the Student Affairs Office in time, and the cost of the card shall be borne by the students.

Article 24 The Campus Card is an important credential for students to borrow books, have meals and enjoy entertainment on campus, which is handled by the Modern Education Technology Centre.

Article 25 The International School is responsible for the declaration, distribution and issuance of all kinds of scholarships for international students. According to the Administrative Measures for Assessment and Distribution of Scholarships and Grants of Binzhou Polytechnic, the International School shall formulate the scholarship plan for international students and be responsible for its implementation.

Article 26 If the school admits international students who are under 18 years old and whose parents don't live in China, their parents must formally appoint a foreigner or a Chinese person who lives in China to be the guardian of the international students and provide relevant certificates. International students whose parents have passed away and who have not reached the age of eighteen shall, according to the laws of the host country, formally appoint a foreigner or a Chinese person who usually resides in China to be the guardian of the international student, and provide relevant documents to prove it.

The university can accept international students who study for a short period of time in the form of a group and sign an agreement with the foreign sending unit in advance. The foreign sending unit shall, in accordance with the laws of the country in which it is located, go through the legal formalities required for organising the entry and exit of minors in advance, and shall send someone to accompany the group and act as the guardian of the minor international student during the period of study at the school.



Chapter VIII. 

Change of Major and Transfer of Studies

Article 27 International students may apply to change majors under any of the following circumstances:

(1) After enrolment, they are found to have certain diseases or physiological defects, which are examined by the medical unit designated by the university, and it is proved that they are unable to study in their original majors but are still able to study in other majors of the university.

(2) If it is recognised by the relevant departments of the university that there are real difficulties in learning and it is not conducive to personal development if the student does not change his/her major.

(3) He/she has outstanding talents in certain aspects, and he/she can give fuller play to his/her strengths by changing his/her major.

(4) There are other special reasons.

Article 28 International students will not be allowed to change majors under any of the following circumstances:

(1) After the sophomore year.

(2) Should be treated as withdrawal.

(3) If there is a relevant national regulation or a clear agreement with the university before admission.

(4) During the period of leave of absence, retention of academic status and enrolment qualification.

(5) Have changed majors once.

(6) There is no corresponding international student enrollment programme major.

Article 29 International students shall apply for changing majors by the students themselves. The criteria and procedures for changing majors are detailed in the Regulations for Students Changing Majors in Binzhou Polytechnic. The application for international students to change majors shall be processed within one week after the commencement of the autumn semester.

Article 30 International students studying in other institutions in China may apply for transferring to our university for major study, and the credits of the courses obtained in the original institution may be confirmed if they meet the requirements of credit recognition of our university. If international students have special reasons to transfer to other schools for study, they can transfer out after their own application and approval by the university.



Chapter IX.

Withdrawal from school

Article 31 International students shall be withdrawn from the programme in any of the following cases:

(1) Failure to meet the school's requirements in academic performance or completion of studies within the school's prescribed study period.

(2) If the student has been suspended or retained for a period of time and has not applied for resumption of study within the period specified by the university, or if the application for resumption of study fails to pass the review.

(3) The student has been diagnosed by a hospital of Grade 3A or above and confirmed by the hospital designated by the university that he/she suffers from a disease or accidental disability, and is unable to continue his/her study in the university.

(4) Failure to participate in the teaching activities stipulated by the university for two consecutive weeks without leave of absence.

(5) Failure to register beyond the time limit set by the university without fulfilling the procedure of deferred registration.

(6) He/she has requested to withdraw from the school and has been persuaded to do so.

(7) Other cases stipulated by the university in which the student is unable to complete his/her studies and should be withdrawn from the university.

Withdrawal of international students enjoying various kinds of state financial assistance shall be reported to and agreed upon by the competent authorities at all levels in advance.

Article 32 The withdrawal of international students shall be applied by the International School and approved by the university.

Article 33 The International School shall be responsible for the aftermath of the withdrawal of international students.



Chapter X. 

Graduation and Certification

Article 34 The awarding of graduation documents to international students shall be handled by the International School. When international students finish the contents stipulated in the talent cultivation programme within the study period specified by the school and meet the requirements for graduation, the International School is responsible for sorting out the grades, graduation thesis or graduation design and other materials of the international students, and handing them over to the Office of Academic Affairs, the Administration of Internship and Practical Training, and the Office of Student Affairs for examination and approval. International students who meet the requirements of the talent cultivation programme and are allowed to graduate after the examination by the university can be awarded the corresponding graduation certificates.

Article 35 International students who cannot finish the credits stipulated in the talent cultivation programme within the academic year can apply for extension of study time within the study period stipulated by the university. Those who extend the study time shall pay tuition and related fees according to the regulations.

Article 36 International students who have completed the contents stipulated in the teaching programme within the study period prescribed by the university but have not met the requirements for graduation shall be allowed to finish the course and the university shall issue a certificate of completion.

International students shall be treated as having completed the programme and shall be issued with a certificate of completion in any of the following cases:

(1) Those who have failed the programme at the time of graduation;

(2) Those who fail the graduation internship;

(3) Violation of discipline during the internship resulting in serious consequences;

(4) Failure to pass the defence of graduation thesis or graduation design;

(5) Those who have not been dismissed from the disciplinary measures taken during the study period at the time of graduation.

Within one year after completion of the programme, students may take supplementary examinations or retake the programme in accordance with the regulations of the university, and those who meet the conditions for the renewal of graduation certificates after passing the examination will be given a renewal of graduation certificates, and the time of graduation will be filled in according to the date of issuance of the certificates.

A certificate of incompletion shall be issued to students who have been studying at the school for one year or more and have withdrawn from the school; for those who have been studying for less than one year, the school shall issue a certificate of realistic study.

Article 37 If a certificate of graduation, completion or incompletion is lost or damaged, one may apply to the university for a corresponding certificate. After verification, the university shall issue a corresponding certificate for them. The certificate has the same effect as the original certificate.

Article 38 The International School is responsible for organising international students to go through the procedures related to graduation, completion, payment of fees and return of books.



 Chapter XI. 

Accommodation Management and Services

Article 39 The International School assists the Office of Student Affairs to do a good job in managing the accommodation and life service of international students.

(1) It is responsible for the accommodation, transfer and withdrawal of international students.

(2) It is responsible for timely reporting the information of international students' temporary accommodation to the Immigration Department.

(3) Be responsible for the timely reporting and repairing of the facilities in the international student residence.

(4) Responsible for the duty work in the international student residence.



Chapter XII. 

Responsibilities of other departments

Article 40 The Department of Organisation and Personnel shall, according to the scale of development of international student education in the university, recruit counselors, teachers and other management personnel of international students in time.

Article 41 The Office of Student Affairs shall strengthen the support for the various school-level awards to which international students are entitled, do a good job in the management of international students' flats and service personnel, and assist the International School in applying for the international student ID card and other student management work in a timely manner.

Article 42 The Youth League Committee creates an international campus cultural atmosphere of multicultural harmony, supports international students to participate in various cultural and sports activities held by the university, and assists the International School in organising international students to participate in various off-campus cultural and sports activities at national, provincial and municipal levels.

Article 43 The Security and Safety Office shall formulate contingency plans for international students in accordance with the relevant foreign-related laws and regulations of the country, handle foreign-related matters for international students, do a good job in foreign-related safety education and security protection for international students, and reduce or eliminate the occurrence of foreign-related cases.

Article 44 The library shall, according to the development needs of international students' education, increase the purchase of foreign language books and books on Chinese as a foreign language, strengthen the training and guidance on the use of the collection of literature for international students, and comprehensively improve the service level.

Article 45 The Logistics Management Department shall, according to the needs of the development of international students, plan, construct and improve the infrastructure of international students' flats, classrooms and dining halls, and timely equip and repair the relevant facilities, so as to meet the needs of the cultivation of international students in the university.

Article 46 Finance Office

(1) To provide financial security for the training of international students.

(2) Ensuring the budget, allocation and final accounts of international student scholarships and grants.



Chapter XIII. 

Annexes

Article 47 The International School shall be responsible for the interpretation of these provisions.

Article 48 The present provisions shall come into force on the date of their issuance.
