Binzhou Polytechnic International Student Residence Management Measures

In order to standardise the management of the international student residences, maintain the normal order of international students' lives, optimise the accommodation environment, according to the relevant documents of the Ministry of Education of the People's Republic of China and the Regulations on the Management of Student Residences of Binzhou Polytechnic, combined with the actual situation of the school, the present measures are formulated.


Chapter I. Accommodation Management

Article 1 International students who come to study in the university must register for accommodation with their valid ID documents and sign a safety responsibility statement.

Article 2 International students are required to pay the accommodation fee in full and in one lump sum after checking in, and keep the payment receipt properly.

Article 3 International students shall be accommodated in the designated rooms according to the unified arrangement of the university after completing the accommodation procedures, and shall not change the rooms and beds without permission.

Article 4 International students shall go through the procedures of leaving the university and checking out of the dormitory according to the regulations of the university. When checking out, they should return the room key, keep the room clean inside and outside, and go through the check-out procedure after the administrators check the completeness of the public articles.

Article 5 International students who need to renew their stay must apply to the management for renewal of stay 30 days in advance. After the expiration of the period of stay, those who fail to pay the full amount of the renewal fee within 3 days will be regarded as automatically giving up the renewal of stay.



Chapter II. Hygiene Management

Article 6 The interior of the flat should be cleaned regularly, so that the housekeeping is tidy, the floor is clean, the windows and doors are clean, the articles are placed in order, and there are no cobwebs in the rooms.

Article 7 Inside the flat, it is forbidden to spit or throw foreign objects; to pour rubbish into the toilet, to pour leftover food into the sink, or to pour sewage into the corridor; to burn things or use open fire inside the apartment building; to dry personal belongings in the indoor public area other than the balcony; and to keep small animals in the flat.

Article 8 It is strictly prohibited to put up posters and notices in the flat, and it is strictly prohibited to put nails on the wall.

Article 9 It is strictly prohibited to pile up wastes on the balcony and the corridor, and the rubbish in the flat should be put into the rubbish bin outside the building.



Chapter III. Security Management

Article 10 International students shall raise their awareness of safety and self-protection, pay attention to personal and property safety, keep their personal valuables and documents in a safe place, and turn off the water, electricity, doors and windows in time when they go out. 

Article 11 International students shall not use the flat to engage in activities that violate Chinese laws and school regulations. It is strictly forbidden to set up illegal organisations or hold illegal gatherings in the flat. No religious activities such as preaching or religious gatherings are allowed in the flat. Any behaviour that endangers China's national security or disrupts the living order in the flat is strictly prohibited. The rooms are not allowed to be transferred or sublet privately or to be occupied by others.

Article 12 It is strictly prohibited to store control knives, firearms, flammable, explosive, corrosive, radioactive substances and other dangerous goods in the flat. It is strictly prohibited to store and use illegal electrical appliances such as electric rice cooker, electric kettle, electric mattress, induction cooker, etc.; it is strictly prohibited to store or use self-cooking cookers such as gas stove and alcohol stove. It is strictly forbidden to change the power sockets and lighting lines in the flats; it is strictly forbidden to pull wires, network cables and connect lamps privately; it is strictly forbidden to use adjustable voltage sockets; it is strictly forbidden to throw objects out of the windows. If there is any violation, international students shall be responsible for all the consequences.

Article 13 International students are required to keep their room keys properly, and are not allowed to rent or copy the keys for others to use, and are not allowed to change the locks of their rooms and entry doors without approval. It is strictly forbidden to climb on doors, windows, balconies and so on to enter or leave the flat. If you lose your key or door card, contact the management in time, and you have to pay for the costs of duplicating the key or door card.

Article 14 It is strictly prohibited to take or hide drugs in the flat, and smoking is not allowed in the flat. It is strictly prohibited to store bicycles, motorbikes, electric cars and other means of transport in the hallways and flats, and to charge electric cars in the hallways and flats.

Article 15 Students are forbidden to sell all kinds of goods or engage in commercial activities in the flat. It is strictly prohibited to privately take and disseminate other people's pictures, audio recordings, video recordings and other related materials.

Article 16 Relevant staff members are allowed to enter students' rooms during working hours for maintenance of equipment and other safety precautions due to work needs (e.g., inspection and maintenance of air conditioning, plumbing, fire fighting facilities, etc.). When entering international students' rooms for work purposes, the staff must be notified in advance, and international students shall actively cooperate with the staff, except for emergencies such as fire or burst pipes.

Article 17 Fighting and disputes are strictly prohibited in the flat; students should report any conflicts and disputes to the counsellors and management personnel in time and solve them through proper ways.



Chapter IV. Equipment Management

Article 18 It is strictly prohibited to damage public facilities and change the original layout of the flat.

Article 19 Damage to the facilities in the flat should be reported in time for repair, and if any item is damaged, it should be kept in its original state and not thrown away arbitrarily. Artificially damaged items shall be compensated by the parties concerned, if the parties concerned are unknown, the residents of the flat shall be compensated collectively, except for normal wear and tear.

Article 20 The water and electricity in the flat shall be used in accordance with the principles of safety, conservation, time limitation, rationing and payment, and the water and electricity management regulations of the school shall be strictly enforced, and charges shall be made in accordance with the regulations if the limit is exceeded. Students should take care of the water and electricity facilities and develop good habits of saving water and electricity, so as to turn off the lights and water taps with their hands, and strictly prohibit long running water and bright lights.



Chapter V. Work and Meeting Management

Article 21 International students shall consciously abide by the working hours and shall not stay out at night without permission. International students shall keep quiet in the common areas, and it is strictly forbidden to make loud noises or play stereos loudly.

Article 22 It is strictly forbidden to play ball games, roller skating, dancing, etc. in the flat, which shall not affect the normal study and rest of others.

Article 23 For the convenience of meeting guests, the university has a common meeting room in each flat. International students shall consciously abide by the management regulations of the flats, and the flats shall implement real-name registration of guests, and visitors must register and show their original valid documents. The meeting time for international students is from 8:00 a.m. to 22:00 p.m. Every day, the management has the right to ask the visitors to leave the apartment building after the meeting time. In case of special circumstances, the staff on duty must be informed 12 hours in advance, and no one is allowed to stay in the apartment privately.



Chapter VI. Annexes

Article 24 Violation of the above provisions shall be dealt with in accordance with the Provisions on Disciplinary Actions for International Students of Binzhou Polytechnic.

Article 25 The contents not covered in these measures shall be implemented with reference to the relevant documents of the school.

Article 26 These measures shall be interpreted by International School.

Article 27 These measures shall come into force on the date of publication.
