Affairs Management Regulations


第一章  

Chapter I. General principles

第一条 为进一步加强学院国际交流与合作,规范外事工作秩序,推动外事工作有序发展,根据上级有关文件精神,结合学院实际,制定本办法。

Article 1: In order to further strengthen the College's international exchanges and co-operation, regulate the order of foreign affairs work, and promote the orderly development of foreign affairs work, these measures are formulated in accordance with the spirit of the relevant documents of the higher levels and the actual situation of the College.

第二条 本办法所指的外事工作系学院涉外工作范畴中的一系列活动。主要包括但不限于:教职工因公临时出访;邀请、接待外宾来校参观、访问、讲学或合作研究;聘任(用)外籍工作人员;对外建立校际交流合作关系;中外合作办学项目;学生国际交流交换项目;国(境)外捐资、投资、捐赠等;举办或承办国际学术会议等外事活动以及学院英文网站管理。

Article 2: The foreign affairs work referred to in these measures is a series of activities in the scope of the college's foreign-related work. The main activities include but are not limited to: temporary visits of faculty and staff on official business; inviting and receiving foreign guests to visit, visiting, lecturing or cooperating in research; hiring (employing) foreign staff; establishment of inter-university exchanges and cooperation; Sino-foreign cooperation in school running projects; international exchange programmes for students; donations, investments and endowments in foreign countries and territories; organising or hosting international academic conferences and other foreign activities as well as management of the College's English language website.

第三条 学院外事工作必须认真贯彻党中央、国务院关于外事工作精神,遵照“统一领导、归口管理、分级负责、协调配合”原则,紧紧围绕教学科研和人才培养工作展开,服务学院改革和发展。参加涉外工作的人员应该严格遵守外事纪律,自觉维护国家、民族和学院的利益和尊严。

Article 3: The foreign affairs work of the college must conscientiously implement the spirit of the CPC Central Committee and the State Council on foreign affairs work, follow the principle of ‘unified leadership, centralised management, hierarchical responsibility, coordination and cooperation’, and closely surround the teaching, research and talent cultivation work, and serve the reform and development of the college. Personnel involved in foreign affairs work should strictly abide by the discipline of foreign affairs and consciously safeguard the interests and dignity of the country, the nation and the college.

第四条 学院成立外事工作领导小组,负责学院外事工作发展战略、相关政策制定、重大事项决策等。外事工作领导小组由学院党委书记、院长任组长,分管外事工作的院领导任副组长,成员由各二级学院主管国际化工作的主要负责人和相关职能部门的主要负责人组成,外事工作领导小组下设办公室,国际交流与合作处处长任办公室主任,负责外事日常工作。

Article 4: The school has set up the Foreign Affairs Leading Group, which is responsible for the development strategy of the school's foreign affairs work, the formulation of relevant policies, and the decision-making of major matters. The Foreign Affairs Leading Group is headed by the Secretary of the Party Committee and the President of the College, with the leaders in charge of foreign affairs as the vice leaders, and the members are composed of the main person in charge of internationalisation of each secondary school and the main persons in charge of the relevant functional departments, and an office is set up under the Foreign Affairs Leading Group, with the Director of the Office of International Exchanges and Cooperation as the director of the office, who is in charge of the foreign affairs work.

第五条  国际交流与合作处是全院外事工作的归口管理部门,各院、各部门根据各类外事工作的具体分工承担相应职责,并指定一名责任人具体负责本学院和本部门的外事工作。

Article 5 The Office of International Exchange and Cooperation is the centralised management department of the institution's foreign affairs work. Each institution and each department shall assume the corresponding responsibilities according to the specific division of labour of various types of foreign affairs work and designate a responsible person to be specifically in charge of the foreign affairs work of the institution and the department.


第二章  外籍工作人员的聘任(用)与管理

Chapter II. Appointment (Employment) and Management of Expatriate Staff

第六条 聘请外籍工作人员应遵循“以校为主,按需聘用,择优选取,讲求实效”的原则。按照学院国际化办学需求,聘任(用)一定比例的语言类外教,并进一步结合专业建设,调整聘任(用)外籍工作人员的结构和数量。

Article 6: The hiring of foreign staff shall follow the principles of ‘school-based, hiring according to needs, selecting on the basis of merit, and striving for effectiveness’. According to the needs of internationalisation of the college, a certain proportion of foreign teachers of language shall be employed, and the structure and number of foreign staff shall be adjusted in the light of the professional construction of the college.

第七条 需要聘任(用)外籍工作人员的二级学院和部门应根据工作需要,每年11月份将本单位聘任(用)外籍工作人员计划报国际交流与合作处,经学院批准后实施。聘请长期(3个月及以上)外籍工作人员来院从事教学、合作研究等工作,须提前40个工作日将拟邀请专家的学历、工作经历等背景资料提交国际交流与合作处,由国际交流与合作处负责办理审批手续。

Article 7: The second-level colleges and departments that need to appoint (employ) foreign staff shall, according to their work needs, report their plans for appointing (employing) foreign staff to the Office of International Exchange and Cooperation in November every year, and implement them after approval by the College. If long-term (3 months and above) foreign staff are to be employed to engage in teaching, cooperative research, etc., the background information such as academic qualifications and work experience of the experts to be invited shall be submitted to the Office of International Exchanges and Cooperation 40 working days in advance, and the Office of International Exchanges and Cooperation shall be responsible for the approval procedures.

第八条 外籍工作人员的报酬由学院统一制定标准。承担学院教学、科研工作的外籍工作人员的工资薪酬由学院承担,各院、各部门短期聘用外籍工作人员的费用,在各聘用单位经费预算中列支。

Article 8: The remuneration of foreign staff shall be standardised by the College. The salaries and emoluments of foreign staff members who undertake teaching and scientific research work of the College shall be borne by the College, and the expenses for the short-term employment of foreign staff members by the faculties and departments shall be charged to the budget of each employing unit.

第九条 国际交流与合作处负责受理各院、各部门每年度外籍工作人员的聘任(用)计划,做好外籍工作人员的考察和评估,完成报批工作;负责外籍工作人员的入境签证、工作许可证和在华居留证等有关手续办理;代表学院与外籍工作人员签订聘任(用)合同,负责外籍工作人员的日常生活管理。国际交流与合作处要及时将外籍工作人员的详细情况通知治安保卫处。各院、各部门对外籍工作人员的使用与管理要严格按照合同进行,若约定工作任务发生变化,须签订补充协议。

Article 9: The Office of International Exchange and Cooperation is responsible for accepting the annual appointment plan of foreign staff of each faculty and department, conducting inspection and evaluation of foreign staff, and completing the approval process; it is also responsible for the formalities related to the entry visas, work permits and residence permits of foreign staff; signing the appointment contracts on behalf of the college with the foreign staff, and is also responsible for the daily life management of the foreign staff. Management. The International Exchange and Cooperation Office shall inform the Security and Guarding Office of the details of the foreign staff in a timely manner. All faculties and departments shall use and manage the foreign staff in strict accordance with the contract, and shall sign a supplementary agreement if there is a change in the agreed work tasks.

第十条 聘任(用)外籍工作人员的院部,要安排专人与外国专家保持联络。外籍工作人员到任后,按计划安排外籍工作人员工作,并配备学院在职教师协助工作,定期检查和评估外国专家的教学、科研等工作效果。

Article 10: Faculties and departments that appoint (employ) foreign staff shall arrange for special persons to maintain liaison with foreign experts. After the arrival of the foreign staff, the work of the foreign staff shall be arranged according to the plan, and the in-service teachers of the faculty shall be equipped to assist in the work, and the effects of the foreign experts' teaching, scientific research and other work shall be regularly checked and evaluated.

第十一条 后勤管理处负责为外籍工作人员提供后勤服务。治安保卫处负责就有关外籍工作人员的工作与公安、安全部门保持联系,确保外籍工作人员活动合规合法,保障外籍工作人员的人身和财产安全。

Article 11: The Logistics Management Division is responsible for providing logistical services for foreign staff. The Public Security and Defence Office is responsible for maintaining contact with the public security and safety departments on matters relating to foreign staff, ensuring that the activities of foreign staff are in compliance with the law and safeguarding the personal and property safety of foreign staff.


第三章  短期来院访问人员的邀请与接待

chapter III Invitation and Reception 

of Short-term Visitors to the Institution

第十二条 外国人来校3个月以下的称为短期来访。学院鼓励各院、各部门结合教学科研工作邀请并接待国外专家来院短期参观、访问、讲学、合作研究、学术交流等。

Article 12: Foreigners who come to the college for less than three months are called short-term visitors. The college encourages all faculties and departments to invite and receive foreign experts to visit the college for short-term tours, visits, lectures, co-operative researches and academic exchanges in conjunction with teaching and research work.

第十三条 短期来访活动应提前5个工作日以书面形式将来访者身份、背景、来校目的、在校活动日程安排及经费来源等需经国际交流与合作处汇总报学院审批,访问结束后5个工作日内,接待工作总结交国际交流与合作处归档。

Article 13: Short-term visiting activities should be 5 working days in advance in writing to the identity of the visitors, background, the purpose of the visit to the school, the schedule of activities in the school and the source of funding, etc. need to be summarised by the Office of International Exchange and Cooperation for the approval of the College, the end of the visit within 5 working days, the summary of the reception of the work submitted to the Office of International Exchange and Cooperation for archiving.

第十四条 需要学院邀请的短期来访,邀请单位或部门应提前20个工作日报国际交流与合作处,由国际交流与合作处按规定报上级部门审批后,方可发出正式邀请函。

Article 14: For short-term visits that need to be invited by the College, the inviting unit or department shall report to the Office of International Exchange and Cooperation 20 working days in advance, and the Office of International Exchange and Cooperation shall report to the higher authorities for approval in accordance with the regulations before issuing the official invitation letter.


第四章  国际交流与合作

Chapter IV. International Exchanges 

and Cooperation

第十五条 国际交流与合作工作包括:校际师生交流、校际学分互认、校际合作办学、合作研究以及其他与学院工作有关的涉外活动。

Article 15: International exchanges and co-operation include: inter-university teacher and student exchanges, inter-university mutual recognition of credits, inter-university co-operation in running schools, co-operation in research and other foreign activities related to the work of the College.

第十六条 各院、各部门应紧密结合学院的教学和科研工作,探索开展多种形式的国际交流与合作。所有合作项目均需学院审批同意,未经学院同意签订的协议,学院不予承担任何责任。

Article 16: All faculties and departments shall explore various forms of international exchanges and co-operation in close connection with the teaching and scientific research work of the College. All co-operation projects shall be approved and agreed by the college, and the college shall not bear any responsibility for any agreement signed without the college's consent.

第十七条 各类国际交流与合作项目在实施之前,应根据相关协议,由实施单位起草项目实施细则,实施细则须由学院相关部门会签,经学院党委审议同意后执行。国际交流与合作处对项目实施过程进行监督和协调。

Article 17: Before the implementation of all kinds of international exchange and cooperation projects, according to the relevant agreements, the implementing units shall draft the implementation details of the projects, which shall be countersigned by the relevant departments of the college and considered and agreed by the Party Committee of the college. The Office of International Exchange and Cooperation shall supervise and coordinate the implementation process of the projects.

第十八条 各院、各部门在国际合作中取得的优质教学资源和图书资料属于学院财产,按学院有关规定管理。国(境)外资料要在国际交流与合作处备案,未经学院审核前不得用于教学和对外传播。坚决杜绝违反我国法律法规情况和意识形态问题发生。

Article 18: High-quality teaching resources and library materials obtained by the faculties and departments in international co-operation are the property of the College and shall be managed in accordance with the relevant regulations of the College. The foreign materials shall be filed in the International Exchange and Cooperation Office, and shall not be used for teaching and foreign dissemination without the College's examination. It is resolute to eliminate the violation of our laws and regulations and the occurrence of ideological problems.

第十九条  在国际交流与合作项目中涉及到学院学生出国事宜,由国际交流与合作处办理相关手续。

Article 19: The International Exchange and Cooperation Office shall handle the relevant formalities for the international exchange and cooperation programmes involving the students of the College going abroad.

第二十条 教职工与国(境)外同行开展的科研合作项目由科研处管理,但项目的我院主持人应在项目立项和结题时将有关材料报国际交流与合作处备案。

Article 20: The scientific research and cooperation projects carried out by faculty members with their counterparts in foreign countries and territories shall be managed by the Office of Scientific Research, but the hosts of the projects of our college shall report the relevant materials to the Office of International Exchanges and Cooperation for the record at the time of project initiation and project completion.

第二十一条 中外合作办学项目按学院《中外合作办学项目管理办法》执行。

Article 21: The Chinese-foreign co-operation projects shall be implemented in accordance with the ‘Measures for the Management of Chinese-foreign Co-operation Projects’ of the College.


第五章  国际学生工作

Chapter V. International Student Work

第二十二条 国际学生的招生、入学、管理等,按照《滨州职业学院国际学生管理规定》实施。

Article 22: The admission, enrolment and management of international students shall be carried out in accordance with the Management Regulations for International Students of Binzhou Polytechnic.


第六章  因公临时出国(境)

Chapter VI. Temporary Departure for

 Official Purposes (Overseas)

第二十三条 因公临时出国(境)实施严格计划管理,未列入计划的不安排出访。计划申报时间是每年的11月份。

Article 23: Temporary overseas (out-of-country) travel on official business is strictly planned and managed, and no travel is arranged without being included in the plan. The time for declaring the programme is November of each year.

第二十四条 因公临时出国(境)团组需提交出访申请报告,详细陈述出国的理由、目的和意义、日程安排、经费来源,经学院审批同意后实施。组织人事部对出访人员进行审查和备案,国际交流与合作处负责办理出国批件、护照、签证等有关手续并对出国人员行前教育。

Article 24: Temporary overseas travelling groups on official business are required to submit a report on the application for travelling abroad, stating in detail the reasons for travelling abroad, the purpose and significance of travelling abroad, the schedule, and the source of funding, and then implement the application with the approval of the College. The Department of Organisation and Personnel shall examine and record the visiting personnel, and the Department of International Exchange and Cooperation shall be responsible for handling the relevant formalities such as approval documents, passports, visas, etc., and the pre-departure education of the visiting personnel.

第二十五条 因公临时出国(境)团组应于出访前90个工作日提交材料;同时出访2个以上国家者,每增加1个,应再提前10个工作日申报。

Article 25: Groups travelling abroad temporarily on official business shall submit their materials 90 working days prior to the visit; for those travelling to more than two countries at the same time, a declaration shall be made 10 working days in advance for each additional one.

第二十六条 回国后5个工作日内将护照和出访报告交国际交流与合作处,15个工作日内到学院财务处报销结账手续。

Article 26: Submit the passport and trip report to the Office of International Exchange and Co-operation within 5 working days after returning to the country, and reimbursement and settlement procedures to the Finance Office of the College within 15 working days.


第七章  举办国际会议

Chapter VII. Organisation of 

International Conferences

第二十七条 举办国际会议应按照上级规定提前申报。一般应提前1年提出举办国际会议的书面申请,报国际交流与合作处。经学院审核同意后报上级部门审批,获准后开展会议筹备工作。

Article 27: The organisation of an international conference shall be declared in advance in accordance with the provisions of the higher-level regulations. Generally, a written application for holding an international conference shall be submitted one year in advance and reported to the Office of International Exchange and Cooperation. The application shall be submitted to the higher authorities for approval after examination and approval by the college, and the preparatory work for the conference shall be carried out after approval.

第二十八条 国际会议经费执行学院财务管理规定,会务工作由全院统一协调。

Article 28: The expenses of the International Conference shall be subject to the financial regulations of the Academy, and the Conference shall be coordinated by the whole Academy.

第二十九条 会议结束后,承办单位应形成会议总结报告,并将会议有关文字材料、照片、录音和录像等材料收集整理,交国际交流与合作处备案。

Article 29: At the end of the conference, the organiser shall form a summary report of the conference and collect and arrange the relevant written materials, photographs, audio and video recordings of the conference and submit them to the Office of International Exchange and Cooperation for record.


第八章  赠送与接受礼品

Chapter VIII. Giving and Receiving Gifts

第三十条 向国(境)外来访人员或因公临时出访时赠送礼品,执行国家有关规定,根据对方的身份及所在国家的习惯。赠送的礼品和受赠对象应在接待总结或出访报告中明确记载。

Article 30: Gifts given to visitors from abroad or on temporary duty visits shall be in accordance with the relevant provisions of the State and in accordance with the status of the other party and the customs of the country in which they are located. The gifts presented and the recipients shall be clearly recorded in the summary of the reception or the report on the visit.

第三十一条 学院工作人员在涉外活动中不得接受礼金和有价证券。特殊情况下接受的礼金和有价证券,必须按国家有关规定如数上缴。

Article 31: Staff members of the College shall not accept gifts and securities in foreign-related activities. Gifts and securities accepted under special circumstances must be surrendered in full in accordance with the relevant provisions of the State.

第三十二条 学院工作人员在涉外活动中所接受的各类礼品,应在活动结束后5个工作日向国际交流与合作处申报登记,并根据国家有关规定妥善处理。

Article 32: All kinds of gifts accepted by the College staff during foreign-related activities shall be declared and registered to the Office of International Exchange and Cooperation within five working days after the completion of the activities, and shall be handled appropriately in accordance with the relevant state regulations.


第九章 其他外事工作

Chapter IX. Other Foreign Affairs Work

第三十三条 聘请国(境)外人士担任我院名誉职务或兼职,应按学院有关规定办理聘用手续,聘用后应及时开展工作并保持经常性联系。

Article 33: The hiring of foreigners to take up honorary positions or part-time jobs in the College shall go through the employment procedures in accordance with the relevant regulations of the College, and after the hiring, the work shall be carried out in a timely manner and regular contacts shall be maintained.

第三十四条 学院接受国(境)外各类捐赠、捐资项目,应按权限经学院和上级有关部门批准后方能接受。

Article 34: The College shall accept all kinds of donations and donation projects from abroad, which shall be approved by the College and the higher authorities in accordance with the authority before acceptance.

第三十五条 邀请或接受外国记者来校访问等活动必须由党委宣传部审核,学院审核同意后方可邀请和接待。

Article 35: Activities such as inviting or accepting foreign journalists to visit the university must be examined by the Propaganda Department of the Party Committee and approved by the college before inviting and receiving them.

第三十六条 向校外新闻单位发送学院有关涉外内容的稿件,必须经党委宣传部审核,并征求国际交流与合作处意见。校外新闻单位采访我院聘请的外籍人员,必须事先征得宣传部和国际交流与合作处同意后才能进行。

Article 36: Articles about foreign content of the College sent to outside news organisations must be examined by the Propaganda Department of the Party Committee and the advice of the International Exchange and Cooperation Office must be sought. Interviews of foreigners employed by the College by off-campus news organisations must be conducted with the prior consent of the Publicity Department and the Office of International Exchange and Cooperation.

第三十七条 国(境)外人员在学院住宿,应按规定办理登记手续和暂住手续,暂住人员要服从学院有关规定,遵守学院规章制度。治安保卫处负责临时来访国(境)外人员的暂住和安全工作。

Article 37: Foreigners staying in the College shall go through registration and temporary residence procedures in accordance with the regulations. Temporary residents shall obey the relevant regulations of the College and abide by the rules and regulations of the College. The Security and Guarding Office shall be responsible for the temporary residence and safety of the foreigners who visit the college temporarily.

第三十八条 学院教职工因私出国以及因公长期(3个月以上)出国由组织人事部负责管理。

Article 38: The Organisation and Personnel Department shall be responsible for the administration of the College's faculty and staff members who go abroad for private purposes as well as for long periods of time (more than three months) on official business.

第三十九条 学院计划内全日制学生出国由学生工作处负责组织,根据学院有关规定办理相关手续。

Article 39: Full-time students going abroad within the College's programme shall be organised by the Student Affairs Office and the relevant procedures shall be handled in accordance with the relevant regulations of the College.


第十章 附

Chapter X. Annexes

第四十条  香港特别行政区、澳门特别行政区和台湾地区聘任(用)的人员参照本办法执行。

Article 40: Personnel appointed (employed) in the Hong Kong Special Administrative Region, the Macao Special Administrative Region and Taiwan shall refer to the implementation of these Measures.

第四十一条 本办法由国际交流与合作处负责解释。

Article 41: These Regulations shall be interpreted by the Office of International Exchange and Cooperation.

第四十二条 本办法自公布之日起实施,原相关文件同时废止。

Article 42: These Regulations shall be implemented as of the date of publication, and the original relevant documents shall be repealed at the same time.
