
In order to further strengthen campus foreign-related security management, standardize the daily management and services for international students, enhance the foreign-related capabilities of faculty and staff, and improve the legal awareness of international students in China, the International College recently invited a five-member delegation led by Zheng Jinglei, Political Commissar of the Exit and Entry Administration Detachment of Binzhou Public Security Bureau, to visit our university. A special seminar on foreign-related services and a series of legal education sessions for international students were held. The International College leadership, international student management staff, and all international students participated in these activities.
I. Police-School Synergy to Strengthen Foreign-Related Management and Control
The event commenced with a police-school seminar. During the seminar, the International College leadership extended a warm welcome to the delegation led by Political Commissar Zheng Jinglei from the Exit and Entry Administration Detachment of Binzhou Public Security Bureau, and provided a brief overview of the college's internationalization efforts, daily management of foreign faculty and students, and ongoing international exchange and cooperation. In light of the key challenges and difficulties encountered in handling foreign-related affairs, the leadership elaborated on the current practical needs and future development plans for foreign-related management. It was expressed that the college hopes to leverage regular police-school collaboration to align precisely with the latest foreign-related policy requirements and continuously reinforce the campus's foreign-related security and stability.
Based on public security functions and drawing from the latest foreign-related laws, regulations, and policy documents, Political Commissar Zheng Jinglei delivered targeted professional guidance and thematic briefings. Using typical cases from university foreign-related management, he provided a detailed interpretation of the standardized procedures, regulatory requirements, and solutions to common issues in core areas—including visa processing for foreign teachers and students, dynamic management of residence permits, foreign-related information registration and filing, daily conduct regulation, routine risk identification, and emergency response. The session further clarified the operational details for university foreign-related services and management, with a special emphasis on the importance of timely reporting of foreign-related information, regular inspections, and comprehensive safety controls. These insights offered professional and actionable guidance for the college to carry out its foreign-related management services with greater precision and standardization.

The interactive exchange session was practical, efficient, and highly targeted. Participating faculty and staff raised specific questions and concerns one by one regarding practical challenges encountered in daily international student management, foreign-related procedures, and policy implementation. Political Commissar Zheng Jinglei provided detailed on-site responses and precise guidance, clarifying compliant operational pathways and standardized solutions, effectively removing communication barriers in policy implementation and procedural handling. This seminar established an efficient and robust police-school communication platform, further clarified the standards for foreign-related services, effectively resolved practical challenges in the college's foreign-related management, and comprehensively enhanced the faculty and staff's capability in handling foreign-related affairs and awareness of compliance management.
II. Targeted Legal Education to Safeguard a Safe Study Experience in China

Following the seminar, Political Commissar Zheng Jinglei delivered a special legal education session for all international students. The presentation focused on real-life scenarios and common risk points encountered by international students during their studies and daily life in China, covering core topics such as accommodation registration regulations, warnings against illegal employment, drug safety prevention, the consequences of overstaying, passport renewal procedures, and student visa management. Using plain, accessible, and down-to-earth language, he provided a detailed interpretation of laws, regulations, policy provisions, and practical precautions relevant to foreign nationals. By illustrating legal principles with real cases, the session explained the legal responsibilities and consequences clearly, helping students understand what is permitted and what is not. Students also received practical advice on how to protect their personal safety and lawful rights. The presentation effectively enhanced the students' awareness of law-abiding conduct and safety precautions, laying a solid foundation for a safe and orderly campus life.

During the session, Political Commissar Zheng Jinglei used real-life foreign-related cases to directly illustrate the serious consequences of illegal and non-compliant conduct. He repeatedly reminded all international students to conscientiously abide by Chinese laws, regulations, and all university rules and disciplines, to be fully aware of legal red lines, and to strictly uphold behavioral boundaries. He emphasized the need to continuously strengthen personal risk awareness and to regulate daily conduct and activities while in China. The session was authoritative, practical, and highly applicable, effectively helping international students clarify legal boundaries and fill gaps in their understanding of Chinese laws and regulations, thereby consolidating their awareness of the rule of law and self-discipline in safety matters.

This series of police-school collaborative activities marks a significant step in our university's efforts to implement refined and standardized service management for international students. Through the combined format of special seminars and legal education sessions, the activities have not only enhanced the professional competence of faculty and staff in foreign-related management, but also deepened the effectiveness of legal and safety education for international students, laying a solid foundation for building a safe, harmonious, and orderly international campus environment.
Going forward, the International College will take this police-school collaboration as an opportunity to strictly implement all entry-exit management policies and regulations, continue to strengthen the regular police-university collaboration mechanism, further refine foreign-related management service measures, and improve the whole-process closed-loop management system for foreign-related affairs. At the same time, we will regularly carry out legal education, safety education, and conduct regulation training for international students, continuously optimize the international student management service system, and comprehensively enhance the university's service capacity for international education.
